Udayana University Strengthens Partnership Governance to Support an Impactful Campus and Institutional Performance Achievement

EduAsiaNews, Denpasar – Udayana University held a Technical Guidance Program on Strengthening Partnership Governance on Thursday (June 25, 2026), at the Dr. A.A. Made Djelantik Meeting Room, Faculty of Medicine Building, Udayana University Sudirman Campus, Denpasar. The program featured Firman Hidayat, S.S., M.Si., Head of the Evaluation and Partnerships Division at the Bureau of Partnerships, Ministry of Higher Education, Science, and Technology, as the keynote speaker. The initiative aimed to enhance the capacity of partnership administrators across Udayana University in establishing professional, accountable, and impactful partnership governance.

Representing the Rector, Vice Rector for Academic Affairs, Prof. Ir. I Nengah Sujaya, M.Agr.Sc., Ph.D., stated in his opening remarks that amid the increasingly competitive higher education landscape, partnerships are no longer viewed merely as administrative activities but have evolved into strategic instruments for supporting the implementation of the Three Pillars of Higher Education (Tri Dharma Perguruan Tinggi), strengthening institutional reputation, and accelerating the achievement of the University’s key performance targets.

According to the Vice Rector, Udayana University continues to expand its partnership network with institutions at both the national and international levels. These collaborations have made tangible contributions to education, research, community engagement, human resource development, faculty and student mobility, as well as the advancement of innovation and the commercialization of research outcomes.

“The success of a partnership should not be measured solely by the number of agreements signed. More importantly, partnerships must be effectively implemented, generate tangible benefits for both the institution and society, and be properly documented and reported,” he remarked.

He further explained that effective partnership governance is closely linked to the achievement of various Key Performance Indicators (KPIs) in higher education. Strategic initiatives—including off-campus learning programs, practitioner-led teaching, collaborative research, student exchange, internationalization, innovation development, and technology commercialization—require strong and sustainable partnership foundations.

The Vice Rector also emphasized the importance of optimizing reporting through the Laporkerma system to ensure that all partnership documents, including Memoranda of Understanding (MoUs), Memoranda of Agreement (MoAs), and Implementation Agreements (IAs), are comprehensively recorded, validated, and managed in accordance with applicable regulations.

“In many cases, academic units have successfully implemented partnerships that generate significant impact. However, because their documentation and reporting are not fully optimized, these contributions are not reflected in national databases or institutional performance reports. Consequently, achievements that have genuinely been accomplished cannot receive proper recognition,” he emphasized.

Through this technical guidance program, the Vice Rector expressed his hope that all partnership administrators at Udayana University would develop a shared understanding of partnership regulations, governance, administrative procedures, and reporting mechanisms, ensuring that every collaboration is not only effectively implemented but also properly documented and reported.

Meanwhile, Firman Hidayat, S.S., M.Si., representing the Ministry of Higher Education, Science, and Technology, delivered a presentation entitled “Optimizing Partnerships for Impactful Higher Education.” He explained that higher education institutions are now expected to transform into Fourth Generation Universities—institutions that not only deliver education and conduct research but also generate innovations that contribute directly to economic development and societal well-being.

Firman emphasized that strengthening partnerships is one of the key strategies for realizing this vision. Sustainable collaboration among universities, industry, government, and society is essential for facilitating knowledge transfer, research commercialization, innovation development, and enhancing graduate competitiveness. He also highlighted several challenges facing higher education, including the limited alignment between curricula and labor market needs, the underutilization of research outcomes, and the need to strengthen collaborative networks that deliver direct benefits to society.

During his presentation, Firman also shared partnership data from Udayana University, revealing that the University currently maintains 5,091 partnership documents, comprising 1,925 Memoranda of Understanding (MoUs), 1,603 Memoranda of Agreement (MoAs), and 1,563 Implementation Agreements (IAs). These figures demonstrate the University’s substantial potential in building strategic partnerships, while also underscoring the need to strengthen implementation, validation, and reporting through the Laporkerma system to ensure that all achievements are properly documented.

Furthermore, Firman stressed that future university partnerships should extend beyond student internship programs to include joint research, curriculum alignment with industry needs, the development of teaching factories, industrial training, and long-term collaborative initiatives capable of generating sustainable benefits for both society and industry.

Through the organization of this Technical Guidance Program, Udayana University reaffirmed its commitment to continuously strengthening partnership governance that is high-quality, accountable, and results-oriented.
