EduAsiaNews, Bangka Belitung — Universitas Bangka Belitung (UBB), through its Institute for Learning Development and Educational Quality Assurance (LPMPP), organized a Workshop on Aligning the Outcome-Based Education (OBE) Curriculum with the Minister of Higher Education, Science, and Technology Regulation No. 39 of 2025 on 1–2 July 2026 at the Balai Cendekia Campus Hall, GALA Building, Universitas Bangka Belitung.
Officially opened by UBB Rector Ibrahim, the workshop brought together 74 participants, including faculty leaders, heads of study programs, curriculum development teams, and academic staff from across the university. The event represented a strategic initiative to align the curricula of all study programs with the provisions of the Minister of Higher Education, Science, and Technology Regulation No. 39 of 2025 while strengthening the implementation of Outcome-Based Education (OBE) as a learning approach focused on achieving graduate learning outcomes.
In her opening remarks, Sujadmi, Head of LPMPP UBB, explained that the Ministerial Regulation No. 39 of 2025 provides higher education institutions with a transition period of up to two years to adjust their curricula. Accordingly, UBB has undertaken a series of strategic measures to ensure its readiness for implementing the new regulation.
According to Sujadmi, LPMPP has established an ad hoc team to prepare a university-level curriculum document aligned with the latest regulatory requirements. The draft document has been submitted to the Rector for further review and follow-up. In addition, LPMPP has conducted a comprehensive review of Universitas Bangka Belitung’s Academic Regulations as part of the refinement of the university’s Higher Education Curriculum Guidelines.
“Curriculum alignment should not merely be viewed as regulatory compliance. It is also a strategic effort to enhance the quality of learning and to produce graduates whose competencies are aligned with advances in science and technology, the needs of the labor market, and the expectations of stakeholders. Through this workshop, we hope that all study programs will develop a shared understanding of how to design high-quality, adaptive, and implementable OBE-based curricula capable of improving both learning quality and the overall quality of Universitas Bangka Belitung graduates,” Sujadmi stated.
Meanwhile, UBB Rector Ibrahim emphasized that the curriculum serves as the fundamental cornerstone of higher education and must therefore be continuously evaluated and updated in response to changing circumstances.
“Ideally, the curriculum should be reviewed every two years to ensure that its implementation remains relevant to developments in science, technology, and labor market demands. A comprehensive curriculum revision should then be undertaken every four years to address the rapidly evolving challenges of higher education,” Ibrahim said.
He further noted that the implementation of Outcome-Based Education represents a strategic step toward improving the quality of education at UBB.
“The curriculum must produce graduates who excel not only academically but also possess strong character, professional competencies, and the ability to adapt to developments in science, technology, and workforce demands. I hope this workshop will produce curricula that are relevant, innovative, and aligned with national higher education policies,” he added.
The Rector also encouraged all participants to make full use of the workshop as a collaborative forum for exchanging best practices, engaging in constructive discussions, and formulating effective curriculum implementation strategies capable of enhancing the quality of teaching and learning across all study programs.
Throughout the two-day workshop, participants attended presentations delivered by external resource person M. Denny Elyasa, S.E., M.M., Secretary of the Provincial Office of Cooperatives and Small and Medium Enterprises of the Bangka Belitung Islands Province. He was invited in recognition of his expertise and extensive experience in Outcome-Based Education (OBE) curriculum development and higher education policy implementation.
During his presentation, M. Denny Elyasa elaborated on the key provisions of the Minister of Higher Education, Science, and Technology Regulation No. 39 of 2025, the fundamental principles of Outcome-Based Education curriculum development, and strategies for aligning graduate profiles, Graduate Learning Outcomes (Capaian Pembelajaran Lulusan/CPL), curriculum structures, teaching and learning methods, and assessment systems with labor market needs, advances in science and technology, and stakeholder expectations.
In addition to the presentations, the workshop featured discussion sessions, mentoring activities, and hands-on curriculum document development for individual study programs. Through this guided process, participants were expected to produce curriculum documents that comply with the Minister of Higher Education, Science, and Technology Regulation No. 39 of 2025 while fulfilling the National Standards for Higher Education.
Through this workshop, Universitas Bangka Belitung reaffirmed its commitment to continuously developing adaptive, innovative, and learning outcome-oriented curricula. The alignment of its OBE-based curriculum is expected to enhance the quality of teaching and learning while producing graduates who are academically distinguished, possess strong character, demonstrate professional competence, and remain competitive at both the national and international levels, in line with UBB’s vision of becoming a high-quality university that contributes meaningfully to national development.
