To Produce High-Quality Bills, the House of Representatives Expert Body Engages Universities, Including Universitas Udaya

EduAsiaNews, Denpasar – The signing of a Memorandum of Understanding between the Expert Body of the Indonesian House of Representatives (DPR RI) and Universitas Udayana, Universitas Pendidikan Ganesha, and Universitas Pendidikan Nasional was held at the Kertasabha Convention Hall, Faculty of Law, Universitas Udayana Denpasar Campus, on Friday (April 24, 2026). The event was also combined with a public consultation on the academic manuscript and draft bill (NA and RUU) on Gig Workers and Environmental Protection and Management (PPLH), as well as a conceptual review of the academic manuscript and draft bill on the Formation of Legislation.”

The Dean of the Faculty of Law, Putu Gede Arya Sumerta Yasa, expressed appreciation for the signing of the Memorandum of Understanding, cooperation agreements, and public consultation on the three draft laws initiated by the DPR RI Expert Body.

“Of course, this is an effort to maintain strong ties between the DPR RI and the academic community, as well as to produce high-quality draft legislation through academic participation,” he stated.

The Head of the DPR RI Expert Body, Bayu Dwi Anggono, stated that the DPR RI Expert Body plays a crucial role in strengthening democratic pillars by providing substantive support for the three main functions of parliament: legislation, budgeting, and oversight. The body consists of five centers focusing on legal drafting, parliamentary analysis, law implementation monitoring, and state financial accountability.

“At this point, the DPR RI Expert Body seeks to serve as a bridge between academic knowledge and public policy, ensuring that every decision made in the DPR RI is based on data and accurate considerations,” he said.

He further emphasized that future collaboration between the DPR RI Expert Body and Universitas Udayana, Universitas Pendidikan Ganesha, and Universitas Pendidikan Nasional will extend beyond research, studies, and academic activities supporting the drafting of academic manuscripts and bills.

The Rector of Universitas Udayana, I Ketut Sudarsana, in his remarks stated that the event represents a strategic moment highlighting the importance of collaboration between universities and state institutions in strengthening public policy quality, legislation, and national development based on science and evidence-based policy.

Universitas Udayana believes that universities are not only responsible for education and research, but also play an important role in contributing academic insight to the policy-making process.

“We hope this synergy will continue to develop into a productive collaborative ecosystem between the DPR RI and universities, so that policies and regulations produced are truly grounded in strong scientific foundations and provide tangible benefits for the nation,” he said.

Meanwhile, the Secretary General of the DPR RI, Indra Iskandar, stated that the event reflects the DPR RI’s effort to engage more closely with academic institutions, whose intellectual contributions are highly needed to strengthen democracy in Indonesia.

“We fully realize that laws must not be born in a vacuum, but must be grounded in in-depth research, accurate data, and objective academic perspectives,” he said.

He added that through the synergy between the DPR RI Expert Body and the three universities, an “intellectual bridge” is being built between the legislative power and the academic world.

It is expected that this Memorandum of Understanding will become a productive first step toward producing higher-quality, more aspirational legislation that serves the interests of the Indonesian people.
