UPNVJ Respects Constitutional Court Review of Higher Education Law

EduAsiaNews, Jakarta — Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) has expressed its full respect for the constitutional process undertaken by lecturers seeking a judicial review of the Law on Teachers and Lecturers before the Constitutional Court. The university views the legal challenge as a legitimate expression of academic aspirations and a constitutionally protected right that deserves respect within Indonesia’s legal framework.

UPNVJ Rector Prof. Anter Venus reaffirmed the university’s support for the ongoing judicial review process.

“We fully respect the judicial review currently being conducted by the Constitutional Court. We see it as a reflection of institutional maturity in expressing aspirations and seeking greater legal certainty in the governance of higher education. We understand that the ongoing national transition in the employment system has created unique challenges for many stakeholders, and we remain committed to ensuring that dialogue remains open to all members of our academic community,” Prof. Anter Venus said, as quoted by Antara on Tuesday (July 7, 2026).

As part of the university’s commitment to providing the public with comprehensive, transparent and evidence-based information, UPNVJ Head of the Bureau of Planning, Finance and General Affairs, Dr. A. Ahsin Tohari, S.H., M.H., clarified the financial management system implemented by universities operating under the Public Service Agency (BLU) framework.

Ahsin acknowledged public concerns over reports that the basic monthly salary of an entry-level lecturer holding the rank of Assistant Professor (Asisten Ahli) is approximately Rp3.17 million.

“That figure is indeed correct as the basic salary benchmark,” Ahsin told reporters.

He explained, however, that lecturers’ total earnings consist of multiple integrated income components. The combination of these components determines the overall take-home pay received by each lecturer.

“We ensure that all financial entitlements are administered professionally through a centralized and accountable banking payroll system. Every employee receives their remuneration regularly and on time, in accordance with the financial management regulations governing Public Service Agencies.”

Beyond salaries, UPNVJ also explained its meal allowance policy. To ensure fairness, transparency and equal treatment for all employees, the university uses a self-service attendance system based on facial recognition technology that is integrated with each employee’s mobile device. The meal allowance of Rp37,000 per day is paid proportionally based on verified physical attendance recorded by the system.

“Our attendance system is transparent, and every employee can monitor their own attendance records directly. The amount of the meal allowance is calculated automatically based on physical attendance. The same system applies equally to all employees without exception, reflecting the university’s commitment to accountable management of public funds,” Ahsin said.

Concluding its statement, UPNVJ reaffirmed its commitment to maintaining a humane, educational, fair, transparent, honest and accountable approach in addressing the issue.
