
EduAsiaNews, Jakarta – Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) continues to oversee the resolution of the employment status of lecturers affected by the nationwide Government Institution Personnel Restructuring Policy (Penataan Pegawai di Instansi Pemerintah – PPIP). This process has been carried out through intensive coordination with the Ministry of Higher Education, Science, and Technology and the Ministry of Finance. The initiative aims to ensure that the resolution is implemented in accordance with prevailing regulations while safeguarding the academic rights, professional rights, and employment status of the affected lecturers.
As a follow-up to this coordination, UPNVJ has completed the issuance of Decrees (Surat Keputusan – SK) revising the employment nomenclature of eligible lecturers to Permanent Non-Civil Servant Professional Lecturers, in accordance with the directives and provisions established by the Ministry.
This resolution forms part of UPNVJ’s institutional response to the evolving national policy on personnel restructuring within government institutions. The University has ensured that every stage of the process is conducted with prudence, accountability, and full compliance with applicable regulations, thereby facilitating an orderly administrative process while minimizing uncertainty for the affected lecturers.
UPNVJ Vice Rector for Planning, General Affairs, and Finance, Prof. Dr. Ir. Netti Herawati, M.Si., stated that the completion of the first phase represents the outcome of sustained communication and close coordination between the University and the central government.
“We are grateful that the University has completed the issuance of the Decrees for the first phase of employment status adjustments. This represents the most appropriate and balanced solution that can be implemented in accordance with the Ministry’s directives and regulations. For colleagues whose applications are still under review, we remain committed to safeguarding their rights until the entire process is fully completed,” said Prof. Netti.
UPNVJ also emphasized that this resolution process does not compromise the protection of lecturers’ rights. The administrative adjustment of employment status does not affect lecturers’ accumulated years of service, academic functional positions, or career ranks that they have attained during their tenure at the University.
Following the issuance of the Decrees, the next stage involves updating lecturer records in the Integrated Resource Information System (Sistem Informasi Sumber Daya Terintegrasi – SISTER). This data update is a crucial step to ensure that lecturers’ professional status is once again fully recorded within Indonesia’s national higher education information system.
“Our team is currently continuing to coordinate with the Ministry to expedite the updating of data in SISTER. We are making every effort to complete the synchronization process as soon as possible so that lecturers’ professional status and rights can be fully restored within the national system,” Prof. Netti explained.
The restoration of data in SISTER is expected to strengthen the administrative recognition of lecturers in carrying out the Tri Dharma of Higher Education—education, research, and community service. Consequently, the implementation of academic activities, research, community engagement, research grant applications, and the fulfillment of accreditation indicators for both study programs and the University can proceed more effectively.
UPNVJ views the resolution of lecturers’ employment status as part of its institutional responsibility to maintain sound human resource governance during the transition of national personnel policies. The University remains committed to maintaining close communication with the relevant ministries to ensure that every stage of the process is implemented systematically, humanely, and in full accordance with the legal framework.
