UPNVJ Assigns Candidate Numbers to Three Rector Candidates for 2026–2030

EduAsiaNews, Jakarta — Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) has assigned candidate numbers to three candidates for the UPNVJ Rector Election for the 2026–2030 term through a drawing held in a hybrid format at the Nusantara 1 Meeting Room on Tuesday (Oct. 6, 2026). The stage marks an important part of the UPNVJ Rector Election process, which had previously gone through the nomination and screening stages.

The drawing resulted in Prof. Dr. Drs. Anter Venus, M.A.Comm. being assigned candidate number 1, Prof. Dr. Memen Kustiawan, S.E., M.Si., M.H. receiving number 2, and Prof. Dr. Drs. Abdul Halim, S.H., M.Ag. receiving number 3.

The drawing was conducted openly, transparently and objectively and could be witnessed by all rector candidates and participants in attendance. The process was conducted online using the Spinwheel application as a random drawing tool.

Silvia Anggraeni, S.T., M.Sc., Ph.D., chair of the UPNVJ Rector Election Committee for the 2026–2030 term, explained that the candidate number draw was a necessary administrative stage before the rector election proceeds to the next agenda.

“We have now reached the rector election stage. Previously, we had gone through the nomination and screening stages. There are now three rector candidates who do not yet have candidate numbers, so today we are conducting the candidate number draw for the UPNVJ Rector Election for the 2026–2030 term,” she said.

Silvia explained that the nomination stage was initially contested by six prospective candidates. Following a closed session of the UPNVJ Senate on July 15, 2026, four names were selected to continue in the process. The four prospective candidates subsequently took part in a candidate number draw on July 21, 2026.

In that drawing, Dr. Sakroni, S.ST., M.Pd. received candidate number 1; Prof. Dr. Drs. Anter Venus, M.A., Comm. received number 2; Prof. Dr. Drs. Abdul Halim, S.H., M.Ag. received number 3; and Prof. Dr. Memen Kustiawan, S.E., M.Si., M.H., Ak., CA., CPA. received number 4. The numbers were used during the presentation of the candidates’ visions, missions and work programs on July 30, 2026.

On the same day, the UPNVJ Senate held another closed session to determine the three rector candidates eligible to proceed to the election stage. The session resulted in Prof. Dr. Memen Kustiawan, S.E., M.Si., M.H.; Prof. Dr. Drs. Abdul Halim, S.H., M.Ag.; and Prof. Dr. Drs. Anter Venus, M.A.Comm. being selected as the three candidates for the UPNVJ Rector Election for the 2026–2030 term.

According to Silvia, two mechanisms could be used to determine rector candidate numbers: through a University Senate meeting or through the Rector Election Committee. UPNVJ opted for the drawing mechanism facilitated by the committee.

The online format was also chosen because one of the rector candidates is domiciled outside Jakarta and its surrounding areas.

“These candidate numbers are part of an administrative procedure to maintain transparency. We hope the entire series of stages will proceed smoothly,” Silvia said.

Anticipating the Election Schedule

UPNVJ Senate Chair Dr. Irsyaf Marsal, M.H., said the candidate number draw was conducted in advance as a precautionary measure while UPNVJ continued coordinating with the Ministry of Higher Education, Science and Technology regarding the subsequent stages.

He said there had previously been plans for rector candidate interviews with the ministry, but the agenda had yet to take place. The schedule for the rector candidate election was also still awaiting further determination by the ministry.

“The candidate number draw was indeed necessary. We were concerned that the timing would be too close to the election, considering that the rector election process will conclude on Oct. 24. Therefore, we are taking precautions by conducting the drawing first,” Irsyaf said.

He emphasized that all stages already carried out would continue to be coordinated with the ministry to ensure that each stage proceeds in accordance with applicable procedures and regulations.

“We will report this process to the ministry so that we do not violate any procedures, remain within the established rules, and continue to be consistent and committed to them,” he said.

Regarding the appointment of the UPNVJ Rector for the 2026–2030 term, Irsyaf said the authority rests with the ministry, and UPNVJ would follow the established mechanism and schedule.

He expressed hope that the UPNVJ Rector Election would result in the best leader to further advance the university.

“Hopefully, through this rector election, the best leader can be selected from among the candidates, all of whom are fundamentally qualified,” he concluded.

Two-Stage Drawing Process

The candidate number draw was conducted in two stages using Spinwheel. The first stage determined which rector candidate would take a turn, while the second stage determined the candidate number assigned to that candidate.

The mechanism gave all three candidates an equal opportunity to receive their numbers through a random drawing.

Based on the final results, the candidate numbers for the UPNVJ Rector Election for the 2026–2030 term are as follows:

Candidate No. 1 — Prof. Dr. Drs. Anter Venus, M.A.Comm.
Candidate No. 2 — Prof. Dr. Memen Kustiawan, S.E., M.Si., M.H.
Candidate No. 3 — Prof. Dr. Drs. Abdul Halim, S.H., M.Ag.

The assignment of candidate numbers marks one of the stages leading to the UPNVJ Rector Election for the 2026–2030 term, which will be conducted in accordance with the applicable regulations and schedule coordinated with the ministry.(www.upnvj.ac.id)
