UPNVJ Clarifies Non-ASN Employee Status: 278 Have Been Appointed as ASN-PPPK

EduAsiaNews, Jakarta — Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) has affirmed that the process of restructuring non-civil servant (Non-ASN) employees within the campus is being carried out transparently, accountably, and in accordance with central government regulations. This policy is part of the national agenda for restructuring Non-ASN personnel, as well as the institution’s effort to provide legal certainty, status clarity, and protection of employee rights during the employment transition period.

UPNVJ explained that of the total 334 Non-ASN employees recorded as of September 2025, 278 employees took part in the selection process for Government Employees with Work Agreements (PPPK). All of these employees passed the selection and were officially appointed as ASN-PPPK effective October 1, 2025.

The remaining 56 employees fall under a category of further restructuring with varying circumstances. Ten employees chose to resign in order to pursue careers at other institutions or companies. Meanwhile, 46 other employees have not yet transitioned to PPPK-ASN status due to individual administrative obstacles or personal choices, which the institution continues to respect.

Head of the Bureau of Planning, Finance, and General Affairs at UPNVJ, Ahmad Ahsin Thohari, emphasized that throughout the entire transition process, UPNVJ remains committed to safeguarding the financial rights of lecturers and education personnel in accordance with applicable regulations. “We ensure that all financial rights payments, whether for permanent BLU lecturers or professional staff, are made through a transparent and accountable banking payroll system. UPNVJ has a complete payment record and an integrated system in line with Public Service Agency [Badan Layanan Umum] regulations. No rights have been neglected. Every rupiah disbursed reflects our responsibility to guarantee the welfare of lecturers within the applicable legal framework,” said Ahmad Ahsin Thohari when met by several media outlets on Saturday (7/4/2026).

UPNVJ also provided clarification regarding information that has circulated among the public. The campus emphasized that every change in employee status represents an adaptive step by the institution to align its internal policies with government regulations. The transition from permanent UPNVJ employees to permanent BLU employees, up to the proposal for professional staff status, was carried out as an administrative measure to ensure that lecturers’ employment status retains a strong legal basis and does not result in the loss of remuneration rights in accordance with existing statutory provisions.

Regarding the document titled “Statement of Willingness to Be Proposed as Professional Staff,” UPNVJ explained that the letter is an administrative statement indicating whether a non-ASN lecturer is willing to be proposed for professional staff status. This measure is aimed purely at providing certainty and preventing any disruption to salary payments. UPNVJ stated that the step was intended to provide certainty, maintain the continuity of academic services, and ensure that every policy remains within the legal framework.

As a state university applying the Public Service Agency (BLU) financial management model, UPNVJ bears responsibility for managing its human resources in an orderly, accountable manner that is oriented toward the sustainability of higher education services. The restructuring of Non-ASN employees concerns not only personnel administration but also institutional stability, the quality of academic services, and career certainty for employees who meet the relevant requirements.

UPNVJ stated that it respects the ongoing judicial review of the Teachers and Lecturers Law currently being heard at the Constitutional Court. The campus also stated that it remains open to dialogue with all parties so that personnel-related dynamics can be resolved proportionally, based on regulations, and grounded in data.
