EduAsiaNews, Maluku – held a socialization event on Work Reward Spending Accounts for BLU Transactions and the Regulations on the Use of BLU Cash Balances on Thursday, April 2, at the Rectorate Hall of Universitas Pattimura. The activity was organized to strengthen a shared understanding of spending account usage.

The Vice Rector for Finance and General Affairs, Prof. Dr. Pieter Kakesina, S.Pd., M.Si., in his opening remarks, emphasized that the event aimed to align the perceptions of all stakeholders regarding the management of spending accounts. He noted that differences in understanding have previously caused delays in fund disbursement and budget realization. Accelerating budget realization, he explained, directly affects UNPATTI’s budget absorption rate, which is routinely monitored by relevant authorities such as the Regional Office, KPPN, and the Ministry of Finance.

Prof. Kakesina also addressed the latest policies regarding part-time Government Employees with Work Agreements (P3K) and BLU Employees (PGW-BLU). He stated that starting this year, all PGW-BLU employees will receive individual appointment letters (SKs) instead of collective ones, with salary structures aligned with part-time P3K staff.

The socialization is considered essential to support BLU budget governance, particularly in ensuring no findings or recommendations arise from improper budget use. Prof. Kakesina emphasized that each type of expenditure has its own designated account, which must be properly understood.

He expressed hope that all employees, both part-time P3K and PGW-BLU, can maximize their performance in line with their responsibilities and remuneration. He also acknowledged that PGW-BLU salaries at UNPATTI currently remain below the Maluku Regional Minimum Wage (UMR), adjusted according to the university’s financial capacity. Through this activity, all work units are expected to improve the accuracy of budget proposals and accelerate realization processes, making institutional financial management more effective, transparent, and accountable.

The socialization featured three speakers: Jaya Putra Abdurrahman Nasution, Head of the Budget Implementation Development Section, IC Kanwil DJPb Maluku Province; Amal Akbar Yasser Arafat, Head of the Analysis, Statistics, and Financial Report Preparation Section; and Anggun Ayu Puspita, Staff in the Budget Implementation Development Section.

The event was attended by Vice Deans for Finance and General Affairs, coordinators, sub-coordinators, and treasurers across Universitas Pattimura.
