UPNVJ Launches the Indonesian Campus State Defense Implementation Index (IIBN)

UPNVJ Public Relations – Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ) launched the State Defense Implementation Index (IIBN) during the 2025 National Symposium.

Edu Asia New,UPNVJ Public Relations – Universitas Pembangunan Nasional Veteran Jakarta (UPNVJ) officially launched the State Defense Implementation Index (Indeks Implementasi Bela Negara / IIBN) during the 2025 National Symposium on December 20, 2025. The launch was conducted by the Rector of UPNVJ, Prof. Dr. Anter Venus, M.A., Comm; the Head of the Institute for Research and Community Service (LPPM) UPNVJ, Dr. Sri Lestari Wahyuningroem; and the Head of the State Defense Index Survey Team, Danis Tri Saputra W., M.IP, at the Bhinneka Tunggal Ika Auditorium, UPNVJ Rectorate Building.

The IIBN is a measurement instrument that focuses on the practical implementation of state defense values within Indonesia’s academic community. The index is expected to strengthen nationalism, patriotism, and national resilience in facing non-military threats such as disinformation and cyberattacks.

The development of this index involved experts from various fields, including education, politics, governance, law, information technology, and environmental studies, in formulating its indicators. Unlike previous state defense indices, the IIBN emphasizes the evaluation of the spirit of state defense through eight main indices. This approach enables an assessment of whether universities demonstrate a strong commitment to national resilience.

In his remarks, Prof. Dr. Anter Venus, M.A., Comm, explained that many existing state defense indices have yet to reflect the reality of implementation. “We designed our own index by involving experts from multiple disciplines. With the IIBN, we can accurately assess the spirit of state defense on campus,” he stated. He added that the index serves as a foundation for building ideological resilience and social cohesion within higher education institutions.

The launch of the IIBN forms part of UPNVJ’s collaboration with the Indonesian State Defense Movement (Gerakan Bela Negara Indonesia / GBNI) within the framework of the national symposium. The event also addressed non-military threats such as narrative warfare and social polarization, featuring speakers from the Ministry of Defense and national resilience institutions.

UPNVJ reaffirmed its commitment to strengthening non-military state defense through innovations such as the IIBN. “Our vision is to develop an excellent generation with firmly implemented state defense values, supporting Indonesia Emas 2045 through innovative education policies and cross-sector collaboration,” Prof. Venus concluded.(www.upnvj.ac.id)
