EduAsiaNews, Jakarta — Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) held an audience with faculty representatives to provide a platform for communication between university leaders and academic staff. The meeting, held on Monday, Oct. 19, 2026, at 9 a.m. Western Indonesian Time in the Nusantara 1 (N1) Meeting Room at UPNVJ’s Pondok Labu Campus, addressed education costs for non-civil servant (non-ASN) lecturers pursuing further studies, the employment status of 13 non-ASN lecturers, applications for functional academic positions, and information on the presentation of rector candidates’ visions and missions.

Three vice rectors attended the meeting and provided explanations within their respective areas of responsibility. UPNVJ Vice Rector for Academic Affairs Dr. Henry Binsar Hamonangan Sitorus, S.T., M.T., discussed education costs for non-ASN lecturers currently pursuing further studies.

The discussion formed part of the university’s efforts to clarify institutional support for improving lecturers’ academic qualifications. Further education, particularly at the doctoral level, plays an important role in strengthening academic staff competencies and improving the quality of the university’s Tridharma obligations: education, research and community service.

Meanwhile, UPNVJ Vice Rector for Planning, Finance and General Affairs Prof. Dr. Ir. Netti Herawati, M.Si., explained two key issues concerning non-ASN lecturers: the employment status of 13 lecturers and the procedures for applying for Functional Academic Positions (JAF) for non-ASN lecturers who have permanent lecturer status.

The forum was informed that the 13 non-ASN lecturers remained classified as non-permanent lecturers, while other non-ASN lecturers had been designated as Professional Permanent Non-ASN Lecturers. Clarifying these classifications is important because they affect administrative requirements and academic career development within the university.

“We are currently consulting with the Ministry of Higher Education, Science and Technology again following a response from the Ministry of Finance requesting the ministry’s approval of the Workload Analysis (ABK). This is intended to confirm that UPNVJ’s lecturer staffing needs require additional support from Professional Non-ASN Lecturers,” Prof. Netti said.

Of the 13 lecturers, one was, in principle, eligible to be included in the first group of proposed status changes. However, the application could not be submitted at that time because the lecturer had not yet signed the Statement of Willingness required as part of the administrative documentation.

After the statement was signed, UPNVJ followed up by submitting the lecturer’s application separately. This step was part of the administrative process to ensure that the status change could proceed in accordance with applicable regulations. Although the administrative status recorded in SISTER had not yet changed, UPNVJ remained committed to facilitating the rights of all 13 lecturers.

Prof. Netti also explained the process for applying for Functional Academic Positions for non-ASN lecturers designated as Professional Permanent Non-ASN Lecturers. The discussion clarified that academic career advancement procedures take into account each lecturer’s employment status and the applicable requirements.

Academic position applications are an important part of lecturers’ professional development, as they recognize their competencies, academic track records and contributions to education, research and community service.

In addition to employment and career development issues, the meeting addressed information regarding the broadcast of UPNVJ rector candidates’ presentations of their visions and missions. The agenda was discussed with UPNVJ Vice Rector for Student Affairs, Cooperation and Information Systems Dr. dr. Ria Maria Theresa, Sp.KJ., M.H.

The meeting was moderated by the head of UPNVJ’s Bureau of Planning, Finance and General Affairs. It featured explanations from university leaders and discussions with faculty representatives, allowing issues to be addressed within the scope of each official’s responsibilities.

The audience provided a two-way communication platform to clarify issues related to further education, employment status and academic career development for non-ASN lecturers. Through direct dialogue, university leaders and faculty representatives could align their understanding and identify follow-up measures to be pursued through institutional procedures.(www.upnvj.ac.id)
