EduAsiaNews, Jakarta – Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) and the Expertise Agency of the Secretariat General of the House of Representatives of the Republic of Indonesia (DPR RI) strengthened institutional collaboration through the signing of a Memorandum of Understanding (MoU) on the implementation of the Tri Dharma of Higher Education and expert support for the performance of the duties, authorities, and functions of the DPR RI. The signing took place at the UPNVJ Faculty of Medicine Auditorium on Thursday (September 17, 2026).
The MoU was signed by UPNVJ Rector Prof. Dr. Anter Venus, M.A., Comm., and Head of the Expertise Agency of the Secretariat General of the DPR RI Prof. Dr. Bayu Dwi Anggono, S.H., M.H. The agreement opens opportunities for collaboration in education, research, studies, academic activities, human resource capacity building, and expert support for the implementation of the DPR RI’s functions.
The signing of the MoU formed part of a workshop entitled “Standardizing the Format of Legal Arguments of the DPR RI in Handling Cases of Judicial Review of Laws before the Constitutional Court,” organized by the DPR RI Expertise Agency in collaboration with the UPNVJ Faculty of Law. The series of activities took place from September 16–17, 2026, focusing on improving the quality of the preparation of DPR RI Statements in judicial review cases before the Constitutional Court (MK).
UPNVJ Rector Prof. Dr. Anter Venus, M.A., Comm., said that cooperation between universities and the DPR RI Expertise Agency could bring together academic strengths and expertise needs in support of institutional functions.
“This cooperation provides a strategic space for bringing together knowledge, research, and academic expertise with real needs in the implementation of institutional functions. UPN ‘Veteran’ Jakarta is committed to continuously strengthening the Tri Dharma of Higher Education through collaboration with various institutions, including the DPR RI Expertise Agency,” Venus said.
According to Venus, the role of universities extends beyond providing education and producing graduates. Universities also have a responsibility to develop knowledge, research, and studies that can contribute to addressing various societal and institutional needs.
The collaboration provides opportunities for the UPNVJ academic community to participate in research and studies, seminars, workshops, expert assistance, and human resource capacity development. The partnership can also broaden students’ practical experience through internship programs at the DPR RI Expertise Agency.
Head of the Expertise Agency of the Secretariat General of the DPR RI Prof. Dr. Bayu Dwi Anggono, S.H., M.H., said that knowledge-based support is an important component in assisting the DPR RI in carrying out its duties, authorities, and functions. According to him, collaboration with universities can strengthen the quality of studies and expert support prepared by the Expertise Agency.
“The DPR RI Expertise Agency requires strong academic and expert support from higher education institutions. Collaboration with UPN ‘Veteran’ Jakarta is expected to strengthen the expertise ecosystem through knowledge exchange, studies, academic activities, and human resource capacity development,” Bayu said.
As part of the workshop series, participants also discussed the preparation of systematic and comprehensive legal arguments in handling judicial review cases before the Constitutional Court. Standardization is needed to promote the preparation of DPR RI Statements that are consistent, comprehensive, and based on a clear legal argument structure, both in formal and substantive judicial review proceedings.
The discussions were conducted through panel presentations, simulations, and case reviews involving previous drafts of DPR RI Statements. The forum was intended to establish a shared understanding of the structure and strategies for preparing legal arguments while strengthening the capacity of human resources at the Center for Monitoring the Implementation of Laws (Puspanlak UU) as part of the DPR RI support system.
The workshop featured Prof. Dr. Wicipto Setiadi, S.H., M.H.; Prof. Dr. Taufiqurrohman Syahuri, S.H., M.H.; and Viktor Santoso Tandiasa, S.H., M.H., as speakers. The discussion was moderated by Ali Imran Nasution, S.H., M.H., an academic from the UPNVJ Faculty of Law.
The scope of the MoU includes the implementation of education and training; studies and academic activities; seminars and workshops; expert assistance or journal peer-review support; consultation in preparing concepts for DPR RI Statements concerning cases before the Constitutional Court; data sharing and access to research materials and libraries; expert support for legislative, budgeting, and oversight functions; human resource capacity building; and student internship programs at the DPR RI Expertise Agency.
The MoU is valid for five years from the date of signing and may be extended or terminated based on a written agreement between the two parties. The programs agreed upon may subsequently be elaborated through cooperation agreements in accordance with the respective authorities and resources of each institution.
For UPNVJ, the cooperation forms part of its efforts to strengthen the implementation of an impactful Tri Dharma of Higher Education by utilizing research and academic expertise in institutional practice. In line with Rector Anter Venus’s commitment, collaboration with the DPR RI Expertise Agency is expected to broaden UPNVJ’s contribution to generating knowledge and studies that are relevant to society and national development..(www.upnvj.ac.id)
