UNJ Conducts Socialization of POS AP and Digital Checklist Services for the Drafting of Regulations and Decrees

EduAsiaNews, Jakarta – The transformation of digital-based administrative services continues to be one of the strategic initiatives developed by the State University of Jakarta (UNJ) to support effective, accountable, and standardized university governance. In an effort to improve the quality of governmental administrative services within the campus environment, the UNJ Legal Office organized a Socialization of POS AP and Practical Training on Digital Checklist Services for the Drafting of Regulations and Decrees on Wednesday, May 20, 2026, at the Meeting Room of the Syafei Building, Campus A UNJ.

The event was attended by administrative staff and representatives from various work units within UNJ as part of efforts to strengthen administrative order in the process of drafting regulations and decrees within the university. The speakers included Prof. Amalia Suzianti, Acting Head of the Bureau of Organization and Human Resources of the Ministry of Higher Education, Science, and Technology; Wiwie Marwiyah, Head of the Office of Organizational Management and Protocol of UNJ; and Febryan from the Regulatory Drafting Team of the UNJ Legal Office.

In his report, the Head of the UNJ Legal Office, Dwi Afrimetty Timoera, explained that the activity aimed to support the implementation of the duties and functions of each work unit so that the process of proposing regulations and decrees could proceed in accordance with the Government Administrative Standard Operating Procedures (POS AP).

He stated that the UNJ Legal Office had introduced a digital checklist service based on Google Forms and Google Spreadsheets to facilitate the monitoring of document completeness in the drafting process of regulations and decrees. “Through this digital checklist service, we hope to establish a work culture that upholds administrative order and complies with the provisions of POS AP at every stage of drafting regulations and decrees,” said Dwi Afrimetty.

Meanwhile, the Expert Staff to the University Secretary for Legal Affairs, Sanusi, stated that the activity represented a strategic step toward improving governance procedures within UNJ, particularly in the issuance of various university regulations and strategic decrees. “This activity is highly beneficial in fostering a work culture that values administrative order, ensuring that every process of drafting regulations and decrees proceeds in accordance with the applicable mechanisms and provisions,” Sanusi remarked.

Strengthening POS AP Implementation

In the first session, Prof. Amalia Suzianti presented material on the Government Administrative Standard Operating Procedures (POS AP) as an essential component of bureaucratic reform and the development of integrity zones within higher education institutions.

In her presentation, Prof. Amalia emphasized that the preparation of POS AP should not merely be viewed as an administrative document, but rather as an instrument for creating services that are effective, efficient, measurable, and digitally based. According to her, each work unit must have a clear workflow, standardized service timelines, and a monitoring system that can be transparently tracked.

“POS AP must be genuinely implemented within the work culture, not treated merely as documentation. With clear and digitized business processes, services will become faster, more measurable, and more accountable,” Prof. Amalia explained.

She also encouraged each work unit to continuously evaluate and improve their business processes periodically so that public services within higher education institutions could become increasingly adaptive and of higher quality.

Drafting Procedures and Digital Integration

In the following session, Wiwie Marwiyah explained the legal basis, structure, and stages involved in the preparation of POS AP within UNJ. She emphasized that the drafting process must begin with business process mapping to ensure that workflows and task distribution among actors are clearly structured.

“POS AP is not merely an administrative formality, but a working guideline to ensure that every process of drafting regulations and decrees proceeds according to procedures and possesses clear service standards,” Wiwie stated.

She also outlined the stages of preparing POS AP, beginning from title identification and procedure identification to flowchart preparation and the drafting of control sheets as monitoring tools for work processes.

Meanwhile, Febryan directly demonstrated the use of the digital checklist service for proposing regulations and decrees based on Google Forms and Google Spreadsheets developed by the UNJ Legal Office. The system was designed to centralize the entire proposal process into a single platform that is more practical, well-documented, and easier to monitor.

According to Febryan, document submissions had previously been carried out through various platforms such as SIPERAN, email, and WhatsApp, making data retrieval and document monitoring difficult. “This digital service was developed to simplify the proposal process, monitor document status, and maintain data security within an integrated system,” Febryan explained.

He added that through the platform, work units could periodically monitor proposal statuses, view decree numbers that had been issued, and access digital archives of regulations and decrees. The system is also equipped with user access division features to maintain document confidentiality.

During the practical session, participants were invited to directly try the document submission process through the provided digital platform, starting from data entry and document uploads to online monitoring of proposal statuses.

Through this activity, UNJ hopes that the process of drafting regulations and decrees within each work unit will become increasingly effective, standardized, transparent, and digitally based in accordance with the applicable POS AP provisions.
