EduAsiaNews, Jakarta — The restructuring of assets and integration of several educational units within UIN Syarif Hidayatullah Jakarta are being carried out pursuant to the mandate of the law governing state financial management. At the same time, UIN Jakarta remains committed to making the fulfillment of students’ rights its top priority throughout the ongoing integration process.
UIN Jakarta’s Legal Counsel, Alwanih, S.H., M.H., explained that one of the legal bases for asset restructuring and the integration of educational units at UIN Jakarta is Law No. 17 of 2003 on State Finance. Article 2 letter i of the Law stipulates that state finances also encompass assets belonging to other parties acquired through the use of facilities provided by the government.
“This provision also covers assets managed by individuals or other entities pursuant to government policies, including foundations operating within ministries and government institutions,” she emphasized.
According to Alwanih, this legal basis mandates UIN Jakarta to undertake the restructuring of assets in the form of educational units that have historically maintained close institutional ties with IAIN/UIN Syarif Hidayatullah Jakarta.
These include Ketilang Kindergarten, which was managed by the Syarif Hidayatullah Jakarta Foundation before being transferred to the Ketilang Insan Mandiri Foundation in 2023; Madrasah Pembangunan, which includes the Pembangunan Islamic Elementary School (SDIP) and Pembangunan Islamic Kindergarten (TKIP), both managed by the Syarif Hidayatullah Jakarta Foundation; as well as Triguna Utama Senior High School/Vocational High School (SMA/SMK), managed by the Syarif Hidayatullah Triguna Utama Foundation.
For context, Article 2 letter i of Law No. 17 of 2003 on State Finance stipulates that state finances include assets belonging to other parties acquired through the use of facilities provided by the government, including assets managed by individuals or other entities pursuant to government policies, foundations operating within ministries or government institutions, and state or regional enterprises. This provision serves as the legal basis for asset restructuring at UIN Jakarta.
“Given that state assets are used in their operations, these foundations are also required to comply with the provisions of the State Finance Law. This should be explicitly stipulated in the foundations’ Articles of Association and formalized through a notarial deed,” she said.
In addition to the State Finance Law, the integration process has been reinforced by findings from state oversight institutions. The Audit Report (LHP) of the Audit Board of the Republic of Indonesia (BPK) No. 15/LHP/XVIII/01/2021, concerning a performance audit of the management of UIN Jakarta’s Public Service Agency (BLU) for the 2018–first semester of 2020 period, identified several asset-related issues, including asset disputes, idle assets, and the suboptimal utilization of assets.
In response to these findings, BPK recommended that UIN Jakarta develop a roadmap for resolving asset disputes, including conducting a comprehensive review of the proposed integration of Madrasah Pembangunan, Triguna Utama Senior High School/Vocational High School, and Ketilang Kindergarten.
The restructuring was also reinforced by the audit findings of the Inspectorate General of the Ministry of Religious Affairs of the Republic of Indonesia through Audit Report (LHA) No. R-918/IJ/PS.01.2/10/2022 concerning the first-semester 2022 audit of the BLU. The report highlighted the use of UIN Syarif Hidayatullah Jakarta’s attributes as official identifiers of state institutions or educational institutions by educational foundations that have historical ties with UIN Jakarta. Accordingly, the Inspectorate General of the Ministry of Religious Affairs recommended the establishment of an integration team and the acceleration of the integration process.
Previously, in a press statement on Wednesday (August 26, 2026), Rector of UIN Syarif Hidayatullah Jakarta, Prof. Asep Saepudin Jahar, M.A., Ph.D., emphasized that the restructuring and management of assets within UIN Jakarta’s institutional scope constitute part of the state’s mandate and the university’s institutional responsibility as the Authorized User of State Property (Kuasa Pengguna Barang/KPB) within the Ministry of Religious Affairs. Therefore, every policy implemented is intended to ensure that state assets are protected, properly managed in accordance with applicable regulations, and utilized to the greatest possible extent for educational purposes and public services.
“As long as I have been entrusted with serving as Rector of UIN Syarif Hidayatullah Jakarta, I have been responsible for safeguarding state assets, managing them in accordance with regulations, and ensuring that their utilization provides the greatest possible benefit for education and society,” he said.
Students’ Rights Remain a Priority
Meanwhile, Vice Rector for General Administration, Prof. Dr. Imam Subchi, M.A., emphasized that the most important aspect of the restructuring process is ensuring the continuity of students’ education. This is being pursued by ensuring that all teaching and learning activities continue in an orderly manner and provide certainty for students, parents, teachers, and education personnel.
“Our primary concern is the continuity of education. Asset and institutional restructuring must be carried out while ensuring that teaching and learning activities continue properly and that students’ interests are protected,” Imam stressed.
Furthermore, Vice Rector Imam called on all stakeholders, including the public and the mass media, to view the issue comprehensively, objectively, and proportionately. “We also invite all parties, including the public and the media, to view this issue in its entirety and in a proportionate manner. What we are doing is fulfilling the state’s responsibility to safeguard state assets while ensuring that educational functions continue,” he said.
A Historical Perspective
The existence of the Pembangunan Islamic School in Pamulang cannot be separated from the long history of Madrasah Pembangunan, which originated from an initiative of IAIN Syarif Hidayatullah Jakarta in collaboration with the Ministry of Religious Affairs in 1972. In 1973, the Madrasah Pembangunan building in Ciputat was officially handed over by the Head of the Project for the Development Assistance to Private Madrasahs of the Jakarta Provincial Government (PEMDA DKI Jakarta) to IAIN Syarif Hidayatullah Jakarta. In 1974, Madrasah Pembangunan began accepting students for the first time.
In its subsequent development, Madrasah Pembangunan was managed by the Welfare Foundation for Lecturers and Employees of IAIN Jakarta (Yayasan Kesejahteraan Dosen dan Pegawai IAIN Jakarta) pursuant to Decree of the Rector of IAIN Jakarta No. 6 of 1988, under which the Rector of IAIN Syarif Hidayatullah Jakarta also served as Chair of the Foundation’s Board of Trustees. In 1989, the foundation was renamed the Syarif Hidayatullah Foundation (IAIN Jakarta), which subsequently oversaw Madrasah Pembangunan.
Decree of the Rector of IAIN Syarif Hidayatullah Jakarta No. 6 of 1988 specifically outlined the delegation of duties, authority, and responsibility for the administration of Madrasah Pembangunan IAIN Jakarta. Under the same decree, Madrasah Pembangunan subsequently became a laboratory school of the Faculty of Tarbiyah at IAIN Jakarta.
In 2007, the foundation was renamed the Syarif Hidayatullah Jakarta Foundation, which oversaw Madrasah Pembangunan, Ketilang Kindergarten, and Syarif Hidayatullah Hospital (RSSH). A year later, the foundation expanded its educational operations to the Pamulang area by establishing the Madrasah Pembangunan Education Center on Jalan Siliwangi, Pamulang, which was officially inaugurated in 2014.
The educational expansion continued with the establishment of the Madrasah Pembangunan Kindergarten in 2016 at the Madrasah Pembangunan Education Center in Pamulang. In 2020, however, the Madrasah Pembangunan Kindergarten was renamed Pembangunan Islamic Kindergarten (TK Islam Pembangunan). In addition, construction of the Pembangunan Islamic Elementary School (SDIP) building began in 2019, followed by the admission of its first students in 2020.
This historical trajectory demonstrates that the Pembangunan Islamic School in Pamulang is part of the broader development of Madrasah Pembangunan, which has institutional roots in an initiative of IAIN Syarif Hidayatullah Jakarta and the Ministry of Religious Affairs of the Republic of Indonesia and subsequently developed under the Syarif Hidayatullah Jakarta Foundation.
