EduAsiaNews, Jakarta – The Faculty of Law of Universitas Pembangunan Nasional “Veteran” Jakarta (FH UPNVJ) is strengthening its academic contribution to the development of International Civil Law through a strategic partnership with the Directorate General of General Legal Administration (Ditjen AHU) of the Ministry of Law of the Republic of Indonesia. The cooperation agreement was signed by Dean of the FH UPNVJ, Dr. Suherman, S.H., LL.M., and Director General of General Legal Administration, Dr. Widodo, S.H., M.H., in Bandung on Monday (August 31, 2026). The collaboration is aimed at bringing together the research and academic expertise of higher education institutions with the government’s needs in addressing increasingly complex cross-border civil law issues.
One of the key areas of cooperation is the development of International Civil Law to support the optimization of Indonesia’s engagement in international organizations. Strengthening this field is considered increasingly important amid growing civil and commercial relations involving individuals, legal entities, and jurisdictions across different countries.
For FH UPNVJ, the partnership with Ditjen AHU provides broader opportunities for the university to contribute through research, academic studies, scholarly forums, policy discussions, and capacity building for faculty members and students. The resulting academic work is expected to support the government’s efforts to formulate and develop legal policies that can keep pace with the dynamics of cross-border relations.
Dean of FH UPNVJ, Dr. Suherman, S.H., LL.M., emphasized that cooperation between higher education institutions and the government should be directed toward programs that generate tangible benefits. Collaboration should not stop at the signing of an agreement but should be translated into academic activities and the development of relevant legal scholarship aligned with national legal policy needs.
Its implementation may include joint research, seminars and international conferences, knowledge exchange, policy discussions, capacity development for faculty members and students, and the preparation of legal studies that can serve as input for the government.
The cooperation is particularly relevant amid the growing complexity of International Civil Law issues. Human mobility, business activities, commercial transactions, cross-border marriages, and various legal relationships involving foreign elements require a legal framework that provides certainty while safeguarding national interests.
Ditjen AHU has a mandate to formulate and implement policies in the field of International Civil Law through the Directorate of Central Authority and International Law. Its scope of responsibilities includes International Civil Law, public international law, international institutions, apostille services, and the handling of cases involving foreign elements.
FH UPNVJ’s involvement also strengthens the academic network for the development of International Civil Law in Indonesia. The Bandung agenda was also attended by representatives of the Faculty of Law of Universitas Indonesia, the Faculty of Law of Universitas Padjadjaran, Universitas Katolik Parahyangan, and Universitas Tarumanagara.
The participation of several higher education institutions opens opportunities for cross-institutional collaboration to enrich academic perspectives in addressing cross-border civil law issues. Universities can contribute through theoretical development and research, while the government brings policy perspectives and practical experience in the administration and provision of legal services.
Such synergy is important as Indonesia faces the need to strengthen its International Civil Law framework so that it can better adapt to developments in transnational relations. Academic support is one of the elements that can strengthen the formulation of research-based policies responsive to societal needs.
Through its partnership with Ditjen AHU, FH UPNVJ aims to establish cooperation that not only expands institutional networks but also provides opportunities for student learning and competency development. Involvement in academic studies, scholarly forums, and discussions on current legal issues can expose students to legal policy practices at both the national and international levels.
The collaboration is also in line with the development direction of UPNVJ under the leadership of Rector Prof. Dr. Anter Venus, M.A., Comm., who encourages the university to expand its partnerships while ensuring that academic programs generate tangible impact.
