Adjunct Professor at FISIP UPNVJ Discusses National Security Policy Design from White Paper to Implementation

EduAsiaNews, Jakarta – The Faculty of Social and Political Sciences (FISIP) of Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) continued its Adjunct Professor program on the second day by hosting an academic discussion titled “National Security Policy Design: From White Paper to Implementation.” The event, held on Monday (March 3, 2026), was attended by FISIP UPNVJ lecturers as part of efforts to strengthen academic capacity and advance scholarly development in the fields of public policy and national security.

The discussion featured Prof. Dr. Kamarulnizam Abdullah, Director of the Institute of Malaysian and International Studies (IKMAS), Universiti Kebangsaan Malaysia (UKM), who delivered a comprehensive presentation on the process of formulating national security policy, from the conceptual stage to policy implementation.

In his presentation, Prof. Kamarulnizam explained that a white paper is an in-depth report designed to provide a comprehensive understanding of complex strategic issues. Such documents are typically used as a primary reference in determining the direction of government policy on strategic matters.

Meanwhile, a policy paper functions as a research-based document that identifies social and governmental issues in a more specific manner and offers policy recommendations as a basis for decision-making.

He further elaborated that the formulation process of national security policy begins with the agenda-setting stage, which includes reviewing core national values, conducting consultations with stakeholders, carrying out in-depth interviews, organizing focus group discussions with community leaders, and conducting surveys to develop various policy alternatives before they are determined as authoritative choices for implementation.

One of the key points emphasized during the session was the importance of internal factors within the framework of the National Security Policy (NSP). According to Prof. Kamarulnizam, strong internal resilience serves as the primary foundation for addressing various external threats. Therefore, national security policies must be adaptive and responsive to the changing dynamics of the strategic environment.

He also explained that the implementation of national security policy involves three main layers, namely the technical level, senior officials, and ministerial-level decision makers. This process requires cross-ministerial coordination, which is not always easy as each institution often has different perspectives and interests. Therefore, aligning ideas from the early stages becomes a key factor in the successful implementation of policies.

The discussion took place interactively between the speaker and the FISIP UPNVJ lecturers. Participants raised various questions and critical reflections, ranging from bureaucratic challenges and leadership transitions to the importance of strengthening institutional capacity in maintaining the continuity of public policy.

The Head of the Department of International Relations at FISIP UPNVJ, Dr. Nurmasari, stated that the Adjunct Professor program provides an important academic space for lecturers to deepen their perspectives on strategic policy while strengthening international academic networks.

Through the second day of the Adjunct Professor program, FISIP UPN “Veteran” Jakarta reaffirmed its commitment to promoting global academic collaboration and the development of strategic policy studies relevant to national interests.
