UPN Veteran Jakarta Becomes Reference for Comparative Study on PTN-BLU and PTN-BH

Universitas Pembangunan Nasional “Veteran” Jakarta (UPNVJ) hosted a visit from Assessment Surveyor Indonesia in an event titled Comparative Study of State Universities with Public Service Agency Status (PTN-BLU) and State Universities with Legal Entity Status (PTN-BH). The event took place at Nusantara 1 Meeting Room, UPNVJ Campus, on Monday (September 8, 2025).

The study aims to evaluate governance differences between PTN-BLU and PTN-BH, while also formulating strategic recommendations to strengthen the quality and autonomy of Indonesian state universities. The discussions brought together academics, practitioners, and stakeholders for an in-depth dialogue highlighting both opportunities and challenges in the transformation of higher education governance.

UPNVJ Rector, Prof. Anter Venus, stated that the university is preparing itself to transition into PTN-BH status.
“We want to ensure UPNVJ’s comprehensive readiness before undergoing this transformation. This study is crucial to evaluate governance, particularly in financial and service management, to ensure an optimal transition process,” said Prof. Anter Venus, as conveyed in an official statement by UPNVJ Public Relations.

Prof. Anter further emphasized that Assessment Surveyor Indonesia plays a vital role in objectively exploring UPNVJ’s readiness. The study also examined key issues such as financial autonomy, academic flexibility, and human resource management.

As a PTN-BLU, UPNVJ currently faces limitations due to government oversight of its financial management. Meanwhile, PTN-BH institutions enjoy greater flexibility in setting academic policies, managing assets, and building strategic partnerships. The findings of this study are expected to serve as valuable input for the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) as well as for other universities considering a similar transformation.

Assessment Surveyor Indonesia reaffirmed its commitment to strengthening the national higher education system through independent and comprehensive studies. The recommendations from this activity are expected to accelerate the achievement of Key Performance Indicators (IKU) for universities while also supporting UPNVJ’s vision to become an excellent and competitive educational institution.

UPNVJ has already demonstrated strong performance, securing second place in the 2024 PTN-BLU League held by Kemendikbudristek. Through this study, UPNVJ hopes to further strengthen its position as a campus responsive to the needs of society and the labor market, (www.upnvj.ac.id)
