Universitas Negeri Jakarta Prepares an Integrated Legal Documentation and Information Network (JDIH) to Realize Transparent and Accountable University Regulations

EduAsiaNews, Jakarta – Universitas Negeri Jakarta (UNJ) continues to strengthen its digital-based institutional governance transformation through the implementation of the National Legal Documentation and Information Network (JDIHN) Technical Guidance Program in collaboration with the National Law Development Agency (BPHN) of the Ministry of Law and the Regional Office of the Ministry of Law for Jakarta. The activity was held on Tuesday, May 26, 2026, in the Meeting Room on the 2nd Floor of the PUSTIKOM Building, Campus A UNJ.

This technical guidance program represents a strategic step by UNJ in establishing an integrated, modern, and transparent legal information system as part of the implementation of Presidential Regulation Number 33 of 2012 concerning the National Legal Documentation and Information Network. In addition, the activity also serves as an important stage in preparing the establishment of a new JDIH member within the UNJ environment.

The event was attended by the University Secretary, Prof. Suyono, the Head of the Information and Computer Technology Center (PUSTIKOM), the Head of the Legal Office, the Head of the Office of Organization, Administration, and Protocol Affairs (Ortala Pro), as well as related officials involved in the development of UNJ’s legal documentation system.

Carrying the theme “Technical Guidance on JDIHN System Integration Policy and Procedures for Standardizing the Management of UNJ Legal Documents,” the forum discussed various important aspects, ranging from system integration mechanisms and standardization of legal document management to regulatory data governance in accordance with national JDIHN standards.

In his remarks, the University Secretary of UNJ, Prof. Suyono, emphasized that JDIHN integration is an important step in supporting the strengthening of modern and accountable institutional governance, especially following UNJ’s transformation into a State University with Legal Entity Status (PTNBH).

“The integration of JDIHN is not merely the fulfillment of an administrative obligation, but a major leap forward for UNJ in realizing modern and transparent institutional governance. As a PTNBH institution, UNJ is required to move quickly, precisely, and accountably. The future presence of JDIH UNJ will serve as the backbone in ensuring legal certainty, orderly internal regulations, and easy access to credible information for the academic community and the wider public,” said Prof. Suyono.

In line with this statement, the Head of the Ortala Pro Office of UNJ, Wiwie Marwiyah, explained that the activity serves as a strategic forum for aligning technical needs and system management to ensure the optimal implementation of JDIH UNJ.

“This meeting serves as a highly important coordination and consultation forum regarding technical requirements, system integration mechanisms, and data management. This is to ensure that the development and implementation of the JDIH System at UNJ can proceed effectively and in accordance with the mandate of Presidential Regulation Number 33 of 2012,” she explained.

Meanwhile, the Head of the UNJ Legal Office, Dwi Afrimetty Timoera, stated that JDIH UNJ will later function as the university’s central legal documentation hub containing various official and integrated legal products and internal regulations.

According to her, the scope of JDIH UNJ will include national laws and regulations, Rector Regulations and Decrees, regulations of the Board of Trustees (MWA), regulations of the University Academic Senate (SAU), cooperation documents (MoUs), as well as the revocation of outdated legal products to maintain the validity and synchronization of regulations.

“JDIH UNJ does not merely function as an inventory of legal documents, but also as an instrument of institutional transparency, prevention of regulatory overlap, support for accreditation and institutional audits, and an official reference source for research and policy development needs,” stated Dwi Afrimetty Timoera.

Through this activity, UNJ reaffirmed its commitment to building a professional, accountable, and sustainable legal information management system as part of the implementation of Good University Governance in the era of digital transformation in higher education.
