Supporting the National Advocate Standard, UPNVJ Faculty of Law Holds the 9th PKPA Cohort Based on the Single Bar System

EduAsiaNews, Jakarta – The Faculty of Law of Universitas Pembangunan Nasional Veteran Jakarta (FH UPNVJ) has once again reaffirmed its commitment to strengthening the advocate profession system based on the single bar principle through the implementation of the 9th Cohort of the Special Education for the Advocate Profession (PKPA). The program is organized through a strategic partnership with the Central Executive Board of the Ikatan Advokat Indonesia (DPP IKADIN) and the West Jakarta Branch Executive Board of the Perhimpunan Advokat Indonesia (PERADI).

The opening ceremony was conducted in a hybrid format at Grand Slipi Tower, 5th Floor, as well as via Zoom Meeting, in order to broaden access while maintaining the quality of advocate professional education.

The organization of this PKPA addresses a fundamental question: how can uniform, structured, and integrity-based standards of advocate education be ensured amid the dynamics of professional organizations? Through the single bar approach as mandated by Indonesia’s Advocate Law, FH UPNVJ together with its professional partners reaffirmed their commitment to standardized curricula, a unified code of ethics, and consistent supervisory and disciplinary enforcement mechanisms.

In a keynote address delivered virtually, Otto Hasibuan, Deputy Minister of Law of the Republic of Indonesia and Chairman of the National Leadership Council (DPN) of PERADI, emphasized that PKPA holds a strategic position within the national law enforcement system. According to him, the single bar principle is intended to maintain consistent advocate quality and prevent organizational fragmentation that could undermine public trust.

“PKPA within the single bar framework forms the foundation for producing professional, independent, and ethical advocates. The advocate profession is a pillar of law enforcement and a guardian of citizens’ constitutional rights,” he asserted.

The Dean of FH UPNVJ, Dr. Suherman, S.H., LL.M., stated that the 9th PKPA Cohort represents the implementation of the university’s tridharma (three pillars of higher education) in the field of applied and quality-oriented legal education. The curriculum has been comprehensively designed, integrating legal theory, litigation practice, legal drafting techniques, and the strengthening of professional ethics.

“Academic and professional organizational synergy ensures that PKPA graduates possess both substantive and ethical readiness before proceeding to the next stages of the advocate profession,” he explained.

The Chairman of DPC PERADI West Jakarta, Dr. Suhendra Asido Hutabarat, S.H., M.H., S.E., M.M., underscored that PKPA constitutes a fundamental stage in shaping the character of advocates. He reminded participants that the advocate profession is one of public trust, requiring integrity, moral courage, and a steadfast commitment to justice and the rule of law.

Meanwhile, the Secretary General of DPP IKADIN, Dr. Rivai Kusumanegara, S.H., M.H., highlighted the importance of intellectual and mental preparedness in addressing the increasingly complex and dynamic legal landscape. According to him, PKPA marks the beginning of a long process in forming professional advocates capable of adapting to regulatory developments, technological advancements, and global demands.

Through the implementation of the 9th PKPA Cohort, FH UPNVJ, IKADIN, and PERADI West Jakarta have strengthened their synergy in safeguarding the standards, dignity, and integrity of the Indonesian advocate profession. The program is expected to produce young advocates who are professional, ethical, and capable of reinforcing the national law enforcement system in a sustainable manner.

In a separate statement, the Rector of UPNVJ, Prof. Dr. Anter Venus, M.A., Comm., affirmed that strengthening professional education forms part of the institution’s strategy to enhance academic reputation and deliver tangible contributions to the nation. “We strive to produce advocates who are not only legally competent but who also uphold integrity, ethics, and social responsibility as part of the Bela Negara (Defending the Nation) character,” he stated.
